Cape Town, South Africa – In a historic move, Democratic Alliance (DA) leader John Steenhuisen has confirmed that his party has signed a document of intent to form a multi-party coalition with the African National Congress (ANC) and several other political parties. The agreement, described as a Government of National Unity (GNU), was signed on Friday morning as Members of Parliament (MPs) were sworn in during the first sitting of Parliament.
In his address to supporters, Steenhuisen declared, “After two weeks of negotiations that only concluded after today’s sitting of Parliament started, the DA has reached an agreement on the statement of intent for the formation of a Government of National Unity.”
A New Era of Co-Governance
Steenhuisen emphasized that this agreement marks a new chapter for the DA. “Today, the DA becomes a party of national government. From today, the DA will co-govern South Africa in the spirit of unity and collaboration.” He assured that the level of service delivery seen in DA-run municipalities will now be extended to a national scale.
The DA leader announced that his party would support Cyril Ramaphosa for the presidency as negotiations continue in phases. “The presidential candidate will come from the largest party in the grouping, President Cyril Ramaphosa. He will then exercise his prerogative to appoint his new cabinet from among the members of the GNU and in consultation with leaders.”
Framework for Governing
Steenhuisen mentioned that the next phase of the agreement will involve discussions on policy and the framework for governing together. Thoko Didiza is likely to be elected Speaker of the National Assembly, with the Deputy Speaker position expected to be filled by a DA member. Mdumiseni Ntuli of the ANC is touted as the incoming chief whip.
Broad Support and Consensus
The coalition has garnered support from the Inkatha Freedom Party (IFP) and other small opposition parties that are part of the ANC’s push for a GNU. The ANC and DA worked tirelessly into the early hours of Friday morning to finalize the speaking order and strategies to handle any potential disruptions in the house.
Meanwhile, the Economic Freedom Fighters (EFF) and other parties not included in the GNU are expected to contest the elections for the positions of speaker, deputy speaker, and president.
Decision-Making in Cabinet
According to News24, Ramaphosa and Steenhuisen had telephonic discussions on Friday morning regarding decision-making processes in Cabinet. It was agreed that the concept of “sufficient consensus” will be implemented, meaning decisions can be made if parties comprising at least 60% of seats in the National Assembly agree.
This multi-party coalition represents a significant shift in South African politics, aiming to foster unity and effective governance at a national level.
