In a week marking 100 days in office for the Government of National Unity, Minister of Home Affairs, Dr. Leon Schreiber, introduced a five-year strategic plan to transform Home Affairs into a digital-first department for the 2024-2029 term. This initiative, called Home Affairs in South Africa, aims to eliminate the need for in-person visits for routine services by fully automating and digitizing all departmental services, making them accessible online from the comfort of clients’ homes.

Civic Services

Clients will be able to apply for IDs, passports, and certificates online through a secure platform linked to their biometrics, similar to how banks and SARS verify transactions. Applications will be processed automatically, with human intervention only when anomalies are detected. Once processed, documents will be shipped directly to clients’ doors, whether in South Africa or abroad and will also be available digitally on clients’ secure online profiles and in their phone’s wallet app.

Immigration Services

Travellers wishing to visit South Africa will register a profile on a secure online platform to apply for Electronic Travel Authorisation (ETA). Applications will be adjudicated instantly, with human intervention only if anomalies are detected. Biometrics provided during the ETA process will replace paper-based visas with a unique digital code linked to passport information. Upon arrival, travellers will scan their ETA code and provide biometric information for verification. Visitors wishing to extend their stay or modify their status can submit applications through the same secure online platform for instant adjudication.

 Security

Home Affairs in South Africa will enhance national security by using biometric technology to prevent identity fraud and detect fraudulent documents through an automated risk engine. This system will alert immigration officials in real time if a traveller overstays their authorization, ensuring instant status verification for all foreigners in the country. Minister Schreiber emphasized that digital transformation is crucial for growing the economy and creating jobs by attracting more tourists, investments, and skills, and aims to provide the best possible experience for all service users.
