South Africa Vows to Pursue All Involved in VBS Mutual Bank Looting After Ex-Chair’s Conviction

JOHANNESBURG – The South African government has vowed to hold all those involved in the looting of VBS Mutual Bank accountable, following the sentencing of the bank’s former chairperson, Tshifhiwa Matodzi, to an effective 15 years in prison this week.
Matodzi’s leaked affidavit reportedly implicates leaders of the Economic Freedom Fighters (EFF) political party, a former National Treasury director-general, and members of the South African Communist Party. Speaking to reporters on the sidelines of a cabinet meeting in Pretoria, Minister in the Presidency Khumbudzo Ntshavheni expressed hope that Matodzi’s guilty plea will expedite the apprehension of other perpetrators.
“The extent of the looting, the money laundering, and the blatant disregard for the law are now evident,” Ntshavheni said. “However, the true human cost of the VBS scandal, particularly for ordinary people in the Vhembe district, remains unquantified.”
Ntshavheni highlighted the plight of women’s savings groups (“stokvels”), burial societies, and pensioners who lost their life savings in the bank’s collapse. While the government has attempted to compensate victims, the impact has been devastating, he emphasized.
The VBS Mutual Bank scandal, which unfolded from 2015 to 2018, involved the embezzlement of over R2 billion (approximately $130 million USD) from the bank. VBS, which catered specifically to the Vhembe district, was seen as a vital financial institution for many low-income residents. The bank’s collapse eroded public trust in financial institutions and exposed vulnerabilities in South Africa’s banking regulations.
Matodzi’s sentencing marks a significant development in the ongoing investigation, but the fight to recover stolen funds and hold all those responsible accountable appears far from over. The South African public will be watching closely to see if the government fulfills its promise to bring all perpetrators to justice.
